A surf pack differs from a city pack in one way: it assumes water will get inside. Hence the hard-wearing fabric and compartments you can rinse out rather than vacuum.
Who it isn't for. A board and a wetsuit don't go in a backpack — wet neoprene wants the Elements dry bag. As your only luggage for a week it may be short on volume. And it isn't fully waterproof: this is a backpack, not a dry bag.
